PVC Glue...is it safe?

I am getting ready to install my plumbing on my new reef tank and I am questioning what types of PVC compounds or glues, if any, are safe for use on the bulkheads and joints on my reef tank. Oh great ones please help me!

For all the plumbing I did for my tank, I just used a pvc cement from home depot. The label says the brand is oatey. I think the real key is to give it enough time to cure and, if possible, give it a rinse before it goes into use.

I asked my nephew who is a plumber and he told me to let it dry and rinse til you can't smell it. He also told me that it dries faster if it is colder which I thought was very wierd.
