That would work but seems like it would be hard to hide behind the rock work. I just have PVC under the sandbed with 3 openings. As slang stated often live rock is enough. If your PVC is too elaborate the eel will spend all its time in the PVC and you will rarely see more than its head.
well, to me its just extra safety. i do not want any adult eel to go around knocking down rocks and my tank is actually bare bottom. well, i'm pretty sure i can cover up to like 80% of the pvc..
