I am looking to put up a quarintine tank what is normally put in them sand rock and what types of lights Any pics would be helpful
 
I have a 20g tank with 3 inch sand bed and 30 lbs of live rock with a 150W HQI mh for mine, just a standard 20g tank. You could just do a good ol fashion 10g tank with good hand on the back filter and no sand and little rock I would suggest some rock just to let fish pretend they are hiding and I would suggest using the same type of lighting you use on your tank the corals/fish are going to be going to but if you are just QTing fish and don't do corals you can use a good ol fashion normal output light.
 
bare tank - no sand, no rock, hang on filter from walmart (toss filter bag in your sump until needed, discard after 1 use and throw a new one in your sump, and a simple 6500k light. couple pieces of PVC. this will be fine for corals and fish the same.

remember this tank is a QT tank. rock and sand will hold any chemicals used to treat incoming or infected fish/corals. you would need to toss any sand or rock after some treatments.
the corals will color back up in your display tank.

I agree 100%.

I have a 10 gal and a 20 gal tank that I use for this. Just some PVC pipes for hiding places and a few of those cheap plastic plants made for FW tanks. I also put dark paper on the bottom and on 3 sides when QT fish. I should paint them, but just never got around to doing it.
