I'm about to add water to my brand new 90 gallon tank. As I understand it, I'm looking at 6 weeks for a proper cycle. My question is this. If I set up a 20 gallon bare bottom qt with an hob filter does that need to cycle? There's no rock or substrate. I'd really like to add a fish to my qt and have it treated and ready to be added to the dt when the cycle is done.

You'll want to cycle the qt to otherwise it's the same issues ammonia will rise and be toxic top your fish.

Yeah. Fish poop, and uneaten food rots. Both of those cause ammonia, and when there's no bacteria to eat the ammonia, it builds up and kills your fish.
For a QT, you can use a bacteria starter, and that will cycle your tank in about a week. I use BioSpira. Of course, once your display is cycled, you can stick some ceramic or some other bio media in the sump, and bacteria will grow on that. Then, when you QT your next fish, stick that biomedia into the QT, and voila! Instantly cycled tank :)

Thank you. Can I add the first fish to the display tank after it cycles without quarantine? I'm starting with dry rock. I would basically be using my dt as a quarantine for the first 6 weeks or so. Observe the fish and if something happens treat it in a hospital tank or is this too big a risk?

Bad idea.
If you think about it, crypto(AKA Ich) is one of the most common diseases. To get rid of it, you have to leave your tank fallow(No fish) for 72-90 days.

I think a 4-6 week QT is a better idea than dealing with that hassle, don't you?

I would recommend TTM first (tank transfer method) with two doses of Prazipro first. Then you've taken care of ick and flukes, which are two common parasites. Then observe for at least two more weeks.

Formalin baths 45 min , then TTM , during TTM two doser if prazi pro during 2nd and 4th transfer. After that putty in qt for observation for two weeks. Finally into display tank.
