Question about cleaning with vinegar.

I'm running my pump in vinegar for 15 minutes, then I'm gonna scrub it, then run it in fresh saltwater for 15 minutes. The 5 gallon bucket I am using for the vinegar, will I ever beable to use that for waterchanges again?

If so, what's the best way to really wash through it good.

Yeah, you can use it again. The vinegar will leave an odor for quite awhile, but thoroughly rinsed and allowed to air out, it shouldn't affect the pH of future water changes. If you haven't done so, consider dedicating one bucket (such as this one...) to "waste" water and others for new water. Could provide a little extra protection from disease transmission when/if you start running more than one tank.
