soldering iron and solder + electrical tape should do the work.
have you ever used a soldering iron? It's not difficult if you're not worried about looks, but you have to kinda learn how to use it.
Maybe youtube has a soldering iron How-To?
Hand twiste the wires really well together, I'd say at least 1/2" of wire.
Melt the solder evenly onto the bare wires by touching the tip of the soldering iron to the solder, and you can use the drip method onto the wire.
Once you're sure it has a solid connection, tape it all up =) I think that's all it takes.

What kind of plugs are on your LA mini's? Is it the pfo style or the heavy duty white pgs connector? If the reflectors have plugs you might just want to get matching female or male end that will go with it.. If you are in Mill Valley PGS is only probably 15 minutes from you in San Rafael.. The plugs are super cheap.. that way you can just solder or wirenut the plugs onto the ballasts...
I just reread your post.. When you say neither of them have plugs do you mean the two ballasts or do you mean everything, reflectors and ballasts? If neither of them have plugs you could just hardwire them together...
