question about UV filter

I got a set of filters for my Canon S3 off ebay. I think it was like 50.00 for the set of 3. One of them is a UV filter. I've used it outside many times and I either can't tell the difference on the pics or it makes them look worse. Pictures are dark and not as good of color when using it. I don't know if it's worth using it. The camera seems to take better pictures without it.
 
You really shouldn't notice a difference with it on. When you hold it up to your eye do you see thru it clearly? UV filters are mainly used for protecting the front element of the lens from scratches.
 
I thought it improved my pix...but I don't use the filter outside...at my work we have neons all over, and it really helped knock the glare down. Also my tank pix look better with the blueish MH...IMO
 
It's probably better to not use it at all unless you really need it.
It sounds like the optical glass quality is pretty low.
