How do you get the chamber 1 to do the surface skimming and act as an overflow?

When I look inside chamber 1, I see that the water level is equal to other chambers and I don't see any waterfall effect so there is no surface skimming.

Do I have to completely plug up the grate openings in the bottom and middle parts of chamber 1?

I took a piece of plexiglass and covered the bottom, middle, and half of the teeth at the top. Now mine flows good. It usually doesn't flow as well when I first top off the tank, but it does a decent job of skimming.

I think the plexiglass is about 3 inches wide, and about 12 inches tall. I put it on the inside of the tank.

I did the same as saltman. You can get an 8x10 piece of plexi from Lowes for about $1, then just use a utility knife to cut it. Cover the bottom and middle intake vents, and enough of the top teeth to set yoru water level appropriately. You'll need something to keep the plexi pressed up against the intakes - the blue prefilter sponge, a pile of LR rubble, etc. That will REALLY make a difference in your skimming. Other than that, it's all about water level... to much water in the tank will still cause the chambers to have equal amounts of water.

Doing this should also keep the water level in the display constant... the water level in the chambers will change with evaporation and topoffs.
