I am sure they could be for a while, but as you know florescent lighting is not the same as metal halide lighting when it comes to actual light. If you want to keep those, you should go to MH lighting. You could use the CF lighting for supplemental lighting. I am sure many people have kept them for a while under florescents, but for them to thrive, and really do well, get larger etc, go MH.
 
Yes, HO and especially VHO lighting is more powerful than normal output and compact/power compact florescents. CF/PC is basiclly HO florescent, and T5 is HO seems to be brighter than CF/PC lighting. VHO and T5 can keep corals going if set up right. Which is not too deep, and plenty of bulbs, and most importantly the most reflective, perfectly contoured reflector. When T5 is used, according to a test early on, if the special reflector is not used, you can lose at least 50% of the light. In other words, a lot of light is lost to not optimal reflectors-that would go for all bulbs. I have seen some nice tanks of softies with CF/PC lighting, but hard corals really need more intense lighting.
