Questions about when to add SPS

I brokedown my 120g tank and downgraded to a 50g tank. It is going to be all SPS and I am using dry rock (from previous tank) and no sand. I am wondering can I start adding sps once the tank cycles and water parameters are in check?

Is it good to also dose mb7 while letting the tank cycle?
