When you upload it..it makes a thumbnail..you have to make sure you open the image to its full size, or just grab the pre-fab IMG tag done for you on the thumbnail screen:

You have to upload your image someplace...and that address will then point us to the place you uploaded it too. Nobody can see files on your PC...well..a hacker might..but we can't. 
All you gave was a partial file name. Take a trip over to www.photobucket.com. They let you upload your images to them and even provide you with the format of the tag to post in here! Computer literacy not required. :)

Baja...If you upload inside a post, you actually have to go back and get the image after it's upload and use HTML tags instead of
<img src=http://www.reefcentral.com/forums/attachment.php?s=&postid=2821751>
You're better off uploading it to your photo gallery in RC (you get free limited space as a member) or using an external source like the one I mentioned.
The image above's HTML tag was done like this:
<img src=http://www.reefcentral.com/forums/attachment.php?s=&postid=2821751>
..it's a little more difficult..but works.
