Ragged fins not healing

I posted a while back about this 1m/2f trio of McCosker's flasher wrasses not handling prazi + copper well, and they've now finished two rounds of prazipro. I was pretty sure the male's ragged tail was from flukes in addition to his rapid breathing, so I was hoping prazi would take care of these things. His breathing appears to be normal now, but the tail is the same as it was, as of a week ago his anal fin is showing some rough edges, and now in the photos I can see the edge of the dorsal fin doesn't look right.

The females look quite perfect to me:

Aside from the fins, the male looks pretty good to me.

All three fish are eating well and acting normally, except I haven't seen the male flash at the girls in about a month. He still bosses them around, but he doesn't display anymore...

I checked ammonia and nitrite today and both read a perfect 0. If flukes were the problem with his fins, shouldn't they be healing by now? The anal fin only started looking rough a week ago, the photos even show the end of the dorsal fin looking ready to rough up, and the tail has shown no improvement. His tail has looked like this for as long as I can really remember, and I've had them for about 7 weeks now. I'm beginning to think he just has fin rot, but it's moving very slowly for that isn't it? I'm torn between fin rot and persistent flukes... Would like some outside opinions on what is up with him. Thanks!
 
Is it actually getting worse, or just not healing? Is it damage from collection/handling? If you think it's fin rot you can always try a week or two of treatment

The female looked like she might have a touch of it near the front of her dorsal fin also. The first few rays look a little exposed; I could be wrong I'm not all that familiar with flasher wrasses.
 
I think that's normal for the female's dorsal, or at least it looks exactly the same in her DD photo. :)

The male has been getting worse in the last week. I think it was just on his tail before that, and the tail has been like that for a long time. It's not from collection, and his tail was perfect in his DD photo so it happened after arriving here. I just don't know why he would get fin rot here either... I assumed it was connected to flukes because of the rapid breathing he had, but the flukes should be dead by now. I was hoping the fraying from bacteria vs parasites would look different I guess.
 
Update time:

Well yesterday I added the last dose of antibiotics. His anal fin looks better, but he's holding his other fins tight so I can't tell on those. He didn't move at all for a couple days, and didn't eat either. He really went downhill quickly in the last few days. He started changing hiding places around yesterday and I was hopeful, but today I saw how he did it and he's swimming/shuffling on his side to get from place to place. :( He's now holding his body in a slight curve. Looks like a goner, and I don't know what I can do about it except euthanize him.

The females are still active and feeding. They look perfect.
 
He was dead when I got home yesterday. I fw dipped the body for 20 minutes and nothing fell off but a scale and he left blood on the bottom. The blood was interesting because it didn't look like anyone had picked at him.
