I highly doubt it, IMO its not enough light. My 29g i have had 150watts of vho and i had a hard time keeping anemones, but with sufficient feedings and being high up in the tank it lived, and kept its color. But 50 less watts of light i don't think is sufficient. We'll see what everyone else has to say.
 
I kept a Condy anemone in my 45 hex, tall aquarium, power compact with 2-96w vho lights, with not problems at all. However, Condy anemones are easy to keep, unlike the Rose you are asking about. I have since moved my Condy to a larger tank with MH lighting, but it is doing the same as it did in my smaller tank. Right now I have a green carpet anemone in the smaller tank with a sebae clown. I am watching them very very closely and if I see any signs of stress, I will move them to my big tank. Right now all is great, but I know at any time things could change. If all is well after about 4 months I believe I will call this successful, for now it is way too soon as I have only had this carpet for a month.
