Re-aquascaping, what to do with the sand

My sps tank is getting so crowded that I have to consider re-arranging and elimiating some rocks to create room. My biggest problem is the sandbed. What do I do with it? It's 1.5" deep and is litered with little broken coral skeletons fragments everywhere. The ideal objective is to have a nice clean sandbed again with more open space for coral growth, and maybe a reduce sandbed to .75". In conjuction, I have a serious flatworm problem that I hope to irraditcate at the same time.

What I need advice with is how to get the sandbed clean and get of the majority of the FW. Here are some options that I think would work, let me know what you all think?

- siphon 50% of tank water out to be reused
- remove all corals and do a quick freshwater dip, or Flat Worm Exit dip, and place it in holding container with same tank water
- take each pieces of rocks and blast it with a maxijet in another bucket holding the same water
- hand pick as many broken fragments out of the sandbed as possible (disturbing it as least as possible)
- siphon out 50-60% of the sand and leave the rest, or siphon out all the sand and put in new sand.
- put everyting back in and add 50% newly prepared water

Another idea that I have, and I don't know if it's safe, is to thoroughly rinse out all the sand and re-use 50% of it. Is this a good idea? Or should I use all new sand? Please let me know what you think I should do.

Here's some info on the tank:
100g with 30g sump
1.5" sandbed (3 yrs old)
150lb LR
CA reactor
Euroreef 6-2+
3x250w DE
Lots of SPS
