I know my water parameters are not perfect, will a rbta be ok in these conditions?

Numbers are within range i'd say, I may bring sg up by .001.

While having good numbers is important, keeping them stable is more so when it comes to anemones. How long has the tank been running?

Tank hasn't been running that long, 6-8 weeks... but it wasn't a fresh start, it was a combination of rocks sand corals and fish from three different established tanks... quick cycle and off to the races. Phosphates are slowly dropping, I test at least once a week.

I would personally wait at least another 4 months. Providing you can keep the params stable over that time you should be ready to go assuming your lighting is sufficient, also.
