red above the mouth and around the gills, what is it?

Lemon peel angel has red around its mouth and gills. Does anyone know what this would be and how it can be cured? Totally new to saltwater.

have you tested water parameters?

Yes we did, it was all in the recommanded for NO2 NO3 ph and NH3 were all good it was a test strip. The red lips just came up within the last two hours. We had another fish that had it but some website said it was fine it was just a hemmerage buthe died.

what about aireation what type of set up do you have

We only have a canister filter its only been running for 3 weeks. My brother antbombed the shed that we had the tank and supplies in. Could there be pesticides that is killing the fish? One is still alive so we don't know if that is it or not.
