Red Algae?

I have what appears to be red algae growing on my sand. When the lights come on in the morning it is spread over the sand. As the day goes on, it appears to slowly disappear from the sand. Just before the lights go off the sand is covered in air bubbles. I am running compact fluorescents for 12 hrs a day. All the water chemistry is perfect.
Please Help.
 
Sounds like Cyano. Its usually caused by low flow in areas and high nutrients. Cut your feeding amount, adjust your powerheads, and try to remove as much as possible.

Whats the water source?
How often do you change water and amount?
Amount of LR and LS?
Whats used for flow or powerheads?
 
Phosphate reading is zero.
RO/DI water only
5 gallon water change once a month
70 lbs. Live Sand and 30 lbs. Live Rock
Two Penguin 660 powerheads
Eheim canister filter cleaned monthly
