red/brown slime algae or bacteria

I have a 90 gal. saltwater tank with fish and live rock. The tank has been running for about 3 months. About 4 weeks ago I got a large bloom of what I thought was red/brown slime algae. I dosed twice with Chemiclean and made 3 large water changes using RO water. It didn't help at all. I took a sample of the algae to my local dealer so he could put it under the microscope. He thought it was some sort of bacteria that he didn't recognize. It looked to me like mosquito larve, long and squirming. I have tried scraping it off the live rock and substate but it comes back almost as fast as I scrape it. I was running a Fluval fx5 filter and a Remora Pro skimmer. I have taken the Fluval out and am now running only the skimmer and 3 power heads. Ammonia and nitrites are 0, phosphates are good, but nitrates are higher than recommended. I need some help on this one, nobody seems to be able to identify what it is or how to fix it. This algae or bacteria would completly overrun the tank if I didn't scrape off what I can every day.
