Red Hair Algae?

I have recently been having problems with an algae that I have never seen before. It looks alot like green hair algae except it is red and it is more like a cotton ball than the free flowing hair algae. It is really easy to pick out by hand. However, it is very time-consuming to do so. Plus everytime I pick it out by hand, then a few weeks later it is back and stronger than ever. Any ideas?

Tank parameters:
pH: 8.0
alk: 9.0
calc: 410
salinity: 1.022

That is all that I have tested recently. Thanks for any help you can give!
 
test your nitrites and nitrates, the parameters you've listed tell us nothing really, also what is your photoperiod?
 
Ok, I tested the other parameters that I have test kits for and the results are in:

Ammonia: 0 ppm
Nitrite: 0 ppm
Nitrate: 0 ppm
Phosphate: 0 ppm

And I run my 2 54W T5 Ocean Blue Actinic Bulbs for 12 hours and my 2 250 W 10000 k HQI Bulbs for 10.5 hours a day. I then have a light on my refugium for the reverse cycle.
