Mine also took forever to grow up. But after it put down a nice base it took off. Mine likes lots of flow and lots of light. It looks like yours is in a great spot just be patient.

looks really healthy i would say it will encrust more than normal due to it being on a non porous surface. Corals usually like to feel comfortable before they grow out, I know my rp encrusted a whole lot before it grew up and its on rocks.

+1 looks healthy. I would give it more time like ^he said... Depending on your flow it will table. Mine is still encrusting too, but in my old tank after it encrusted, I could not stop the growth

Looks great, RP have to establish a good base before it takes off as it's a very top heavy coral. You might be experiencing a larger base sure to the smooth surface it's basing out on. IDK, just a hunch.
