can a glass tank be redrilled to larger holes? if holes have already been driller?

I don't see why not. You just have to make sure the bigger wholes don't weaken the tank too much.

Depending on the size of the new hole. it is often easier to use a dremel with a diamond bit to open up the hole. vs re-drilling.
