My skimmer for the past two weeks hasnt skimmed at all, it has been producing bubbles about 3/8 of an inch lower than usual, I don't know why less bubbles are being produced, I did 2 full cleaning of the skimmer, and did 2 big water changes over the past 2 weeks since this started, what could it be?

The clear hose going to the pump. It is probably clogged a bit and not making good air to water ratio, hence the lower water volume in the skimmer. I just dump some warm RO/DI water down it and it cleans it right up...
