reef or fish?

Hello , ok, so wut would be placed in the tank first , the reefs or the fish or does it even matter ? Also, kinda off the subject , but my green tiger barb just starts swimming downword, vertical like and it also goes to the top of the tank sort of like when he eats. So I was wondering wuts wrong , any idea ? ty

Sorry...I am a little confused..green tiger barbs are fresh water fish...arn't they? Are you planning on building a saltwater reef with coral? or adding fake/dried coral as decorations to a freshwater aquarium?
