Refugium question

If I currently have long hair algea in my tank and I make a refugium in the back of my 24g nano, will the algea die inside the tank regress and die off? or do I need to yank it out and clean the rocks. My tank isn't overrun by the algea but I don't want it to grow or get out of control.

Building a refugium helps out with this right?

Also, is 9watts PC enough to get cheato to grow or is stonger lighting better?
 
I would try to physically remove as much hair algae as possible before doing anything. I use a Magnum canister filter when I pull hair algae. I hold the intake while pulling the algae so it gets sucked directly into the filter minimizing the amount of algae that gets released into the water column. Works great.
The fuge with macro algae will help since the macro will compete with the hair algae for nutrients.
9w of PC should be ok if its right on top of the chaeto but increase the wattage if possible.
