Requirements for Coral Frag Grow Tank?

I have a brand new system that includes a 400 gallon display and a 75 gallon tank dedicated to growing coral fragments. Both systems are are stand alone. What kind of biological filtration does it required to get this tank ready? How do you best set it up and when can I put specimens in? I want to ensure I get the filtration right. I'm thinking it will need some fish for the corals to be healthy. From this tank I can observe colonies for disease and pests and can select for size, growth rate and color. I hope this will help me decide exactly what I want to go into my display. The system will be completely sterile on start-up. Never tried this before. Lighting planned is a 7 bulb T5 with 3 switches. System will have berlin style sump, skimmer, UV Sterilizer, Chiller and 2 Reactors. Haven't built the sump yet. Any help is much appreciated.

More specifically, i'm wanting to understand biology here required before frags go in. Being a frag growout tank. I'm really interested in hearing from the large system people who have grow out tanks. How do you get it ready for the corals only? Do I put some rubble in the sump? Planning for reactors and dosing are there specific parameters I need to concern myself with that I don't worry about in a system with fish? Do I need fish?

As far as the electrical is concerned. This room is to code. Its been inspected. This is just a load center for the standby generator. The main panel is located further away. If the tank were to leak all the electrical is above it. For that matter do you have power strips or outlets below your tank? Probably is my guess. That can be dangerous but probably is not. The key is do you have everything grounded on GFI's? Electricity is part of every system. This is actually located on the rear side of a 3 tank system.
