Return line bulkhead help

I'm converting a 60g Marineland cube to a herbie and want to drill for a bulkhead behind the overflow. My return from the pump will be 1" but I will need to reduce down for 3/4" loc-line. Should I put in a 1" bulkhead and reduce after it or put in a 3/4" bulkhead and reduce before the bulkhead? My concern for reducing in the overflow is just space. What fittings will I need? Thanks, I'm new to this.
 
If you are set on the loc line and are convinced you well never do anything else, just drill a hole for a ¾" bulkhead. If you use a slip-threaded bulkhead, you can screw the loc line directly into the bulkhead, and use a 1"-¾" reducing elbow on the back side.

How much flow were you aiming for and what kind of pump are you using? ¾" pipe in general, and especially ¾" loc line add a lot to head loss and can significantly reduce your flow. If you ever foresee upgrading the return, I would drill a 1" bulkhead and use a 1"-¾" threaded reducing bushing. It will take a bit more room in the tank, but not limit you in the future.

Thanks for the info. I'm not married to the loc-line. What are some better options? I'm using a pan world 150ps pump from my basement sump, looking for about 400gph so head loss isn't an issue.
