They fall under the order Corallimorpharians (mushroom corals)

They are coral but often refered to as false corals.

They are not a scleractinia (stony coral) or reef building coral meaning they do not lay down a coral skeleton.

i always thought a mushroom was a coral... and though rics are considered mushrooms, they're actually anemones.
 
Unfortunately, (or not) the term coral has come to pretty much cover anything not fish, worm, mollusk, crustacean etc. If it is a ployp, or has proper polyps, you could easily argue that it can be called a 'coral', soft, hard etc. etc. And, since coral is not really a scientific term, no one will be really wrong or right... Unless they are wrong ;)
