RO Membrane Replacement

So I decided to replace my 3 year old RO membrane last week and wasn't getting any water coming out of the RO line only the waste line.

I did some searching and saw that not replacing the flow restrictor could be a problem so I ordered a replacement from Spectrapure, replaced it...same problem.

I also tried taking out the RO membrane and re-positioning it several times - no dice there.

So now I'm wondering if the culprit is the replacement RO membrane itself. When I originally purchased my filter I didn't have a good sense of how long an RO membrane could last so I bought a spare one with my unit. So effectively this replacement membrane has been sitting sealed in its bag for 3 years. Could this be the issue? Any other thoughts on the issue?

I have a Spectrapure 3 stage 90 GPD RO/DI unit if that helps.
 
How much pressure are you running through it? Check all other lines are free and flowing.

Any chance a line could have been moved to the wrong place?

Pressure is at 80 and I'm confident there are no misplaced lines and everything except the RO out is flowing well.
 
Id pull the elbow of the RO housing just to check something isn't blocking it.

Its not like 2 membranes are bad.
 
Probably one of two things:
Check valve coming out of the permeate port is stuck shut (Fix: replace it)
DI resin cartridge installed upside down (Fix: flip it end for end and reinstall)

Thanks Buckeye Hydro - I didn't have the DI cartridge installed so that wasn't the issue but I did replace the RO membrane so I guess the permeate port was stuck shut.
