Yes and Yes.
I know of areas here where this type of urchin has turned entire lava based substrates into "swiss cheese". Not something I would want to have happen within my tank.

I had one as a hitch hiker and did not ever see it. I would see little piles of rock "dust" here and there. Finally, after I don't know how long I saw the thing. About the size of a small marble and I removed it immediately. Not more little piles and area's of rock missing.
