Royal pencil wrasses

Why is he like this just appeared out of no where is it normal that they do that?

Pseudojuloides wrasses are sand burying. They will go in the sand when scared, but also at night. It sometimes can take a few weeks for them to get used to their new lighting schedule.
 
And every time they emerge from the sand, they do it like this. Slowly while taking a survey for danger.
