RPE and Eagle eye placement

I have a 20 gal tank that is 12" tall, and I'm getting a 3# rock with some RPE's and Eagle Eyes. I have a 175W 14K bulb 8" above the waterline. Where abouts should I place these guys to maximize growth? Near the bottom, or up towards the top?

With that much light on that short of a tank, I would place them on the bottom in the shade. If they seem to be reaching towards the light, move them out of the shade. If they still seem to be reaching toward the light, move them up a little bit.
