Safety connector

I just got around to hooking up the safety connector , truckle chargr and a 12v battery and after about a minute running I can hear a revving noise coming out of the safety connector. I checked the fuse and it looks ok. Any idea/ recommendations?

I assume the power supply is connected to the safety connector and the battery is connected to the safety connector and the charger is connected to the battery? I have never encountered a revving noise, their is no rotating parts inside. I have encountered faulty relays that chattered, very rapid clicking or buzzing sound, this can also happen if a connection is loose or it is only on the battery and the battery is dying or weak (below 10.5V output).

Yes it is hooked up like you said and chattering would be an appropriate description if the sound. I've let the battery charge for a day now, ill hook it back up tomorrow and see how it sounds. I also have a second safety connector on the way so I should be able to verify where the problem exists if it continues to.
 
It is doing the same thing today. A very high speed chattering with occasionally pauses from the safety connector, but only when the ac power is plugged in. As soon as I unplug the ac power supply it stops
