Salinity problem

Hi guys I'm new to this forum, and to this hobby. I'm trying to figure out a salinity problem. I live in the Red Sea where water salinity is very high (the highest for tropical environment) and instead of buying salt every week I go to the beach with a 25 liter can. My question is what is the math of converting 4.0 salinity to 3.5, how much water should I add to the mix?
 
I would add quality water and use a refractometer to check it. I imagine there is a calculator somewhere and Google will find it or someone could give you a link. My main point is from my limited experience and from research is that never add something without being able to test it, and logic behind suggesting that you use a meter to test it till you get the target salinity.
