Salt creep

Is this normal and is this too much? This is off my return.

Mine has been running for 3 1/2 years in it's present form. There is Zero salt creep. Although it may be slow, there is definitely a leak.
 
+1 salt creep comes from water - either mist/spray from splashing, or from a leak. From the pics that doesn't appear to be a location that should have spray at all, so you would appear to have a leak

So have loc-lines been known to leak? How do I fix it or do I just buy a new one?

Yes, loc lines are very well known to leak and have salt creep. They should only be used inside or over the water of the aquarium not outside. They are not a solid pipe and will leak.
