Sand Sifter Sea Star

I have had this guy for 14months I have noticed 3 very small sand sifters smaller than a penny some with 2 with only legs do they multiply with out a mate???

No. Those are probably Asterina, not sand sifters. Asterina does multiply by splitting, which is why you tend to see them with varying numbers of legs. They're common and usually harmless.
