If they have a regular business with a website, and they are selling on e-bay on the side (like sealifeinc.net and others) it's probably OK. That being said, it might be worth checking out RC sponsors and other companies that have a good reputation to see what the price difference is.
If you really want to save money, you can buy most of your sand "dead" and seed it with a small amount of live sand from a business or a friend's tank. The LR will seed the sand as well- this will just take a little longer for the sandbed to establish itself. I used 5# of truly live sand (i.e. that the seller had kept in saltwater) and 40# of bagged sand and the substrate was full of worms and cultures pretty quickly.

This is what I got. It was live. Maybe your LFS just didnt' have any Caribsea live sand.
But really, sand is sand.. as long as you like the looks of it, have enough and the texture works for your livestock.
The bacteria in sand is minimal compared to what you will get with live rock.
