Update is as follows, the Quikrete (SPECIFICALLY PATIO BASE SAND... NOT the QUIKRETE playsand version!!!!) sand was super white in the bag, but after it got wet while I was rinsing it and I looked at it in the tank I didn't like the coloration. FYI the sand was NOT really clean.. there were all sorts of little black chunks of who knows what floating bits that I had to rinse out. Ultimately I ended up putting the washed sand around the base of my 2 oak trees in the backyard... it looks super white out there.. just not in the tank compared to my existing sand bed.
I sucked out probably 50lbs of my existing sand bed, maybe more.. several inches from the top layer. Ohhhhh Man!!! the syphoned sand/water that came out was GNARLEY!!! Surprisingly enough after syphoning the top couple inches, the under layers were crisp white and clean.. I stirred up a few areas by accident while moving around my rocks and not much "dust" came up... vs the top layers where brown crap came out if the sand was stirred. My remaining sand bed is now about 2" deep around the front and about 3" in the rear.
Anyways I have NOT found any suitable sands for my tank yet... Quite frankly I'm probably going to the LFS to buy some of that sugar pink fiji sand.. or whatever that stuff is. I have that in my nano and it's the most white I can think of.. It's going to be like $15-$20 per bag.. but it looks so good I'm just going to do that.

Quikrete is still physically good substrate, but my "under layer" of sand was more white than the quikrete after it was wet in the tank.
