is it possible to get rid of scratches on the outside of the tank if so how and wat would i use

Acrylic? Then yes there are a few kits available.

Yes you can polish out scratches in glass - it's more involved than acrylic though. If it's not too deep you can grind it with different grades of optical sandpaper.
