Scum on water

Hi

My plenum come refugium is developing a scum on the surface of the water. Could this be due to a lack of water movement at the surface and is it anything to worry about? Any ideas/solutions would be greatly appreciated.

Lack of water movement on the surface. Point a Powerhead upward to break the surface. Also, will help the water to oxygenate. Hope i could help.
