The carbon or matrix rocks? Rocks you don't cause you want beneficial bacteria to colonize it.

If you mean Seachem Matrix (rocks), only once did I a rinse it off with tank water. I run a filter sock before it, so there really wasn't really anything to rinse off. I have not touched it since.
Like the above post says, you don't replace it -- it is just a home for de-Nitrifying bacteria to live much the same as live-rock.
If you mean the Matrix Carbon packs, then I think they have a life of 1-2 months then you should replace them.
 
I’ve used it before. Wasn’t worth the money since I’ve got enough live rock in my tank. To reduce nitrates I prefer vinegar dosing as a carbon source to fuel more bacteria to grow
 
Yes I meant the Matrix rocks. I had it in my system a long time ago but do not remember if I saw any beneficial results. The biggest issue for me is I need a larger canister for the recommended amount.
