I wouldn't trust a coral banded. They are fairly aggressive shrimp, and while they don't usually bother fish, seahorses are slow and kind of dumb sometimes.
I've kept ocellaris clowns with seahorses, and the pair I had didn't even realize that the seahorses were alive. They were very territorial towards other fish, but just ignored the seahorses when they swam into their nesting area. I honestly thing they thought the seahorses were a piece of debris.
That being said, I think I got lucky. Its hard to say as they can be aggressive, and they'll certainly try and eat all the food, and them some more. If it were a larger tank you might be able to feed the clowns on one side and seahorse on the other, but I don't think it would work in a 29 gallon.
For tankmates, I would consider different gobies and a scarlet or skunk cleaner shrimp (large, so they don't become seahorse meals right away). Though, I did have a pair of skunk cleaners once that would pull eggs and babies out of a male's pouch at night. So even they aren't entirely safe.
