seahorse tank size question

I was thinking, everyone says the minimum tank size for a pair of SH should be 30 gal. some people have them in 10 gallons, sometimes 20, maybe even 50. But i was wondering if it is necessary to have such a large display. Do seahorses need more than 20 gallons to move around in? Is it just concerns about water quality? So what i am wondering is that is a smaller display with a large sump effectively the same as a tank without a sump and a larger main display?
 
They need to eat so much and so often, water quality is a huge issue. If you ask me, 30 gallons isn't even enough, unless you are extremely vigilant and do water changes all the time.

Temperature is probably a bigger issue, though. Small tanks tend to run hotter with the heat from equipment and lights. You would def. need a chiller for a smaller tank. You want to keep the temperature at or below 74 degrees. I attribute most of my pipefish and seahorse keeping success to lower temperatures, and so do many other people.
