Are you trying to collect or just see them? If collecting -
Seagrass flats are a good place to find a variety of seahorses. Usually I would drive and find some around bridges, just have to find somewhere to pull over and park. Best to use a net, dont try to look for them visually or it will take you forever in seagrass.
To watch-
Other spots are mixed algae fields, kinda hard to explain but areas with mermaid brushes and other algaes (not seagrasses). Off the reef, shallow water.
And if your lucky Looe Key.
Also call some local dive shops and ask the divemasters, they can most likely point you right to them.
