Seio Problem

I tripped my my circuit breaker last night and n ow my Seio 1100 does not restart. I am doing something wrong or is it broken?
 
When mine (820) doesn't restart, I usually take it apart and soak the impeller in vinegar overnight to clean it up. Always works like a charm after that. Don't know if it's because I dose kalk, but I usually have to do this at least once every 1 to 2 months.
 
Open it up and turn the blue impeller 1/6 of a turn. I think it is a magnet issue when it stops. I've had this happen to me when i shut it down before and wouldnt start up. I believe this is why Seio doesnt recommend using their products with a wave maker controller.
 
You would think the Taam Inc. people would solve that stalling rotor problem rather than perpetuating it to a new product from the Rio pumps
