Setosa Orange problem?

I had originally posted this in the LPS section ((my bad)). I have had this small frag for about 3 months and it was doing great until this morning. Woke up and it appears to have tiny white / blue dots on one side of it. The pictures are horrible but I did the best I could. In person, it really looks like tiny balls on it. Anyone know what this could be?

Really hard to tell from the pics. If the 'balls' can't be blown off then it may be a response from the coral itself. I have a Sunset Monti that has had small 'bubbles' in a few places for many years and they cause no harm.

Might they be polyps?
