setting up a 75g questions

i have a 75g and a 6'LX18"WX20"H and i was going to use the larger tank but iam thinking of buying the fish i whant and see how well they get along and how mutch i like them before i comit to the larger tank, plus iam wondering how well our tap water(from a well)will work in a salt water tank or if it will couse a lot algea growth ect, so i have afew questions sence this is my first time with a large saltwater tank iam going to have at least a 30g sump(bigger if i can find a tank cheap)what size return pump would i need?, from the floor to the top of tank is about 55" and sump will proably be on the floor, for flow i have two ac 110s and two ac 70 PH 400gph would i need all these? iam going to be makeing most of rock for this tank dos that present any problems? i have 10lbs of new live rock and some small peices from my other tanks to seed the live stuff, my biggest question is fish the fish i want are a red coris wrasse, dogface or stars & stripes puffer, snowflake eel and mabie a small YT or foxface for algea control and to add some color, i already have a small black volitan lion 3" and a 2.5" niger trigger both getting along in a QT tank, i plan on getting the others small like 3-4" and 12"- for the eel provided the puffer, trigger and lion get along can i keep them togeather in the tank for a year or so and then move them to the larger tank untile i eventualy get a 180? and iam also planning on a DIY skimmer for this tank can anyone recomend a good one to biuld thats not to hard but good for a heavy bioload or will any one work?(i have never had a skimmer before)

I would use the largest tank possible. Especially for the volitan and trigger although a 75 might work. I woul'nt put a dofface puffer in anything smaller than a 100g. As far as the tap water goes, you will definately want to use conditioner. You shouldnt have to big of an alge problem if you keep the lighting to a minimum. On my 90 FOWLR I only have about 80w I never have algae probs in my FOWLR, now my reef thats another story. A basic skimmer isnt too hard to build. However, a skimmer is'nt something I would skimp on. I would use an AquaC remora. theyrun about $150

I'm a bit confused. Do you have fish in a QT tank without the actual system setup?

Generally puffers and triggers should not be housed with lionfish. They are known to shred/possibly kill lionfish. I would probably start by choosing one route or the other.
