Setting up a Quarintine tank??? HELP

Well Maybe this is out there but I am unable to locate it so any help will be greatly appreciated. I have decided to go the Quarintine tank route for new fish with a 10g tank.
I was told to take 10g out of the main reef tank and place that in the Quarintine tank and then place the fish in there and be good for a week or so. I noticed that after a day or so the tank became very cloudy (just a piece of filter floss was used from the old tank in the side filter for the bacteria. Is this done all wrong? What should be done differently? How should a Quarintine tank be set up for new fish? how does everyone else do the QT for their new fish.
 
The QT tank should have a some kind of HOB filter,Whisper filters work good.The tank should have a heater and some PVC fittings/pipe for the fish to hide in and around.It's going to need lighting(nothing special)so you can observe the fish in QT.
It's a good idea to leave fish in QT for at least 2 weeks.
 
I use a canister filter with bio-rings, a 25W UV sterilizer and a aqua C HOB protein skimmer on my 30g bare-bottom QT. Normally hyposalinity is my first choice of treating external parasites so the biological fiteration will be fine in that case. If I have to use copper, I will replace the biorings with new ones after treatment and provide the source of bacteria.
 
This is pretty new to me and I have decided that it's better than infecting everyone else (fish). I have a hang on filter with some biio balls inside running at this time. I noticed the other day that the water was cloudy. I changed about half and added the top off water. Some detrius was on the bottom which I think came from the uneaten food that I placed in the tank to feed the fish that passed away. should I just empty the whole thing and start over. I was wanting to get the tank Up and running so I could try and acclimate and add a new fish.
