i have a 210 saltwater tank and would like to add a banded cat shark what would be the ideal temp for the water

you sure you wanna get that? i dont think you could really add much of anything else with it

now for my next question does anyone know where i can get a chiller for 210g tank or another way of keeping the temp down on the water

i have always had a need of getting a chiller but didn't have the extra real estate available. so, I plugged in a small table fan. it can usually drop the temp about 2 - 6 degrees. of course you can't set the water temp with the small fan so you have to keep an eye on it and make sure that the temp doesn't drop too quickly.

where would you put the table fan maybe on top ?

a fan needs to blow across or down on the water. I probably wouldnt recommend the shark in that sized tank, though. If it's a standard 210, it doesnt have the foot print for a fish like that.
