so i'm confused as to whether or not i'm supposed to add that 0.00 charge box to my cart when ordering t5's?

I'm ordering 6 t5's total, 4 from ATI, 1 from GE, 1 from KZ... so 6 48" bulbs total... but the description on the box "Add this product if you are ordering 48-60" URI NO or VHO Lamps or T5's." The bulbs are not URI, so do I, or Don't I add it?
