Just curious if these LEDs will grow Chaeto in my sump:

I have 2 of the 24x12" setups laying around...
Spec Per Fixture:
Number of LEDs: 42 White/3 Blue
Watts per LED: 0.11
Total Watts: 4.62
Total Lux: 990
Total Lumen @ 12": 310
What do you guys think?
Also how long should they run during the day for the best results?
